The Bureau exists to formally count the fingers of anyone willing to raise them, a task the general public has historically performed without any certification whatsoever. We correct that oversight, one hand at a time.
Each submitted hand is scanned, cross-referenced, and adjusted by a small but confident correction factor the Bureau declines to publish. This factor has never once returned zero.
In the Bureau's entire operating history, no certified count has ever matched the number of fingers actually raised by the submitter. The Bureau considers this a sign of thoroughness, not error, and notes that raising more fingers does not currently improve accuracy.
A fist submitted with zero fingers raised is still assigned an official count, usually a small positive number. The Bureau maintains that it is simply very good at finding fingers, even ones that are not currently visible.
The Bureau offers no recount, no appeal, and no explanation for its correction factor. It thanks you for your hand and notes that the next visitor's count, whatever they raise, will also almost certainly not match.
